The Commission shall consist of fifteen members. The Supervisor of each district shall appoint three (3) members. The three (3) members appointed by the individual Supervisors of Districts 1, 2 and 3 shall serve a term which shall become effective on the date when the member is appointed and shall expire on June 30, 1998. The three (3) members appointed by the individual Supervisors of Districts 4 and 5 shall serve a term which shall become effective on the date the member is appointed and shall expire on June 30, 1995. All subsequent appointments to fill vacancies which result from the expiration of a term of office shall be for a term of four (4) years from and after the expiration of the term of the office to which the appointment is being made. Persons appointed to fill a vacancy which results from an event other than expiration of a term of office shall serve until expiration of the term of the office to which the appointment is made.
