The Commission shall consist of fifteen (15) ten (10) members who shall be appointed by the Board of Supervisors. The Supervisors of each district shall appoint three (3) two (2) members. All appointments shall be for a term of four (4) years and shall expire on June 30 of the fourth year after the appointment.
