All employment training services and programs shall hereafter be under the authority of the Director of Health and Human Services, who is hereby authorized to hire employees and initiate any and all administrative actions as are necessary for the proper conduct of the affairs of the department subject to the approval of the Board when necessary and pursuant to the applicable rules and regulations of the County, State and Federal governments.
