The Health Officer shall prepare and promulgate rules and regulations for the purpose of control and regulations of the various places and businesses subject to the provisions of this Code, and for the information and guidance of the owners, operators and employees of such places and businesses. Such rules and regulations shall include and be in accord with the provisions of this Code and all other applicable ordinances, statutes and recognized public health and safety practices.
