The Health Officer shall have the power to quarantine any persons, premises or vessels in port if there exists grounds to support the reasonable belief that the persons or premises have contracted or been exposed to a communicable disease. The Health Officer shall have the power to detain or restrict said persons or premises until there is sufficient proof that the danger of contamination does not exist or no longer exists.
