The surface of all roadways shall provide unobstructed access to conventional drive vehicles, including sedans and fire engines. The surface shall conform to the standards of a Road Category 4 roadway. Where Road Category 2 or 3 has been approved pursuant to Section 3112-3, the surface shall conform to the standards for these categories, as appropriate.
