Any person required to obtain a building, plumbing, electrical, heating, comfort-cooling or sign permit hereunder, or a combination of any such permits, shall at the time of filing an application therefor pay to the Chief Building Inspector the applicable fee set forth in such resolution or resolutions as the Board of Supervisors may adopt. The fee for preconstruction site inspections shall also be as specified in a resolution of the Board of Supervisors. The fees provided for in the preceding sentence shall not be required of the United States, or of the State of California, or of any incorporated city of the County of Humboldt, or of any special district of the County of Humboldt.
