Any permit or variance granted under this chapter may, if such action is deemed advisable to effectuate the purposes of this chapter and is reasonable in the circumstances, be so conditioned as to require the owner of the structure in question to install, operate, and maintain thereon such markers and lights as may be necessary to indicate to flyers the presence of any airport hazard. The provisions of this section shall apply only to any new nonconforming structure or tree, and to any nonconforming structure or tree that is replaced, altered or rebuilt in such a way as to create a greater hazard than existed before said replacement, alteration or rebuilding commenced.
