The purpose of these regulations is to ensure that risks to life and property in moderate and high geologic hazard areas shall be minimized and further, to assure stability and structural integrity, and neither create nor contribute significantly to erosion, geologic instability or destruction of development sites or surrounding areas or in any way require the construction of protective devices that would substantially alter natural landforms along bluffs and cliffs.
