Notwithstanding the requirements of this Chapter, the County may require, by written notice, that a responsible party immediately, or by a specified date, discontinue an illicit discharge and, if necessary, take measures to cleanup and abate the discharge, including elimination of the source of the discharge or cessation of activities contributing to the discharge in order to prevent the occurrence of future illicit discharges.
