The Public Works Director and the Planning and Building Director of the County, or the designees thereof, shall administer, implement, and enforce the provisions of this Chapter. Any powers granted or duties imposed upon the Public Works Director and the Planning and Building Director may be delegated to persons or entities acting in the beneficial interest of or in the employ of the County. The County shall have the authority to review designs and proposals for new development, redevelopment, and existing facilities to determine whether adequate BMPs and other measures will be installed, implemented and maintained during construction and after project completion.
