It shall be unlawful for any person to dump, place, deposit, leave, dispose of, or cause to be placed or disposed of, any solid waste, garbage, swill, or any rubbish or other offensive, unsightly or decaying matter of any kind whatsoever upon or along any public highway, street, thoroughfare, or right-of-way thereof, or upon any lane, alley, park, camping place, public ground, or into or onto the bank of any stream, dry watercourse, tide water, lake or reservoir.
