It shall be the duty of the Animal Control Officer to enforce all the provisions of the laws of California and the provisions of this chapter concerning the licensing, seizure, impounding and killing of dogs, and such other duties as may be required by law. The Animal Control Officer and his/her assistants and deputies shall have the power to make such arrests as is conferred by Section 836.5 of the Penal Code of the State of California.
