All dogs under four (4) months of age shall, in addition to the confinement required by Section 541-21 of this chapter, be confined to the premises of, or kept under physical restraint by, the owner, keeper or harborer, and such restraint shall continue until a period of thirty (30) days has elapsed after vaccination of the particular dog with an approved anti-rabies vaccine.
