An animal control center is hereby authorized at some convenient place to be fixed by the Board of Supervisors. The animal control center shall be under the control of the Animal Control Officer. The Animal Control Officer shall provide impounded dogs with sufficient food, care and water and shall maintain the animal control center in a clean and sanitary condition at all times.
