If any dog impounded by the Animal Control Officer has a license tag attached when it is found by the Animal Control Officer, the Animal Control Officer shall ascertain the name and address of the owner of record of such dog from the licensing authority issuing such dog tag, and mail such person a notice containing the information within the Animal Control Officer’s record concerning such dog. Said notice shall include a statement of fees due, as herein provided, and the statement: “The refusal or failure of the owner of any impounded dog to pay the fees and charges prior to three (3) working days, excluding Saturdays, Sundays and holidays, from the time such notice was mailed constitutes abandonment of the dog by its owner.” (Ord. 1315, § 3, 3/13/1979)
