Except as otherwise provided herein, any violation of any provision of this chapter is hereby declared to be an infraction, punishable by a fine of not more than Fifty Dollars ($50.00) for the first offense, and for a second or subsequent offense, a fine of not more than One Hundred Dollars ($100.00). If a dog is permitted to run at large and wounds, kills or otherwise causes injury to livestock or poultry, the owner of the dog shall be guilty of a misdemeanor.
