Any Humane Officer qualified in this County pursuant to Title XIIa of the Civil Code of the State of California is hereby authorized to issue notices to appear in court, pursuant to Chapter 5c of Title 3 of Part 2 of the Penal Code, for violation of State or local animal control laws.
