If the hearing is not waived by the respondent, and no settlement agreement has been reached, then a hearing shall be held within sixty (60) days after service of the complaint. The time and place of hearing shall be as noticed in writing, but shall be no sooner than fifteen (15) days following service of the complaint. The hearing shall be conducted by a hearing officer designated by the Director. The hearing officer shall be impartial and shall not have actively participated in the matter scheduled before him/her. All hearings shall be open to the public. At the request of either party, and in the sound discretion of the hearing officer, witnesses who have not testified may be excluded from the hearing room until such time as they are called to testify. (Ord. 1975, § 1, 6/9/1992)
