In the event that the holder of a permit issued pursuant to the provisions of this division violates any of the provisions hereof or any rules or orders of the Department of Health and Human Services, Division of Environmental Health, said violation shall permit the County at its option to resort to the faithful performance bond for the payment of a penalty in the sum of five thousand dollars ($5,000.00).
