If any section, subsection, paragraph, sentence, clause, or phrase of this division is for any reason held to be invalid, or unconstitutional by a decision of a court of competent jurisdiction, it shall not affect the remaining portions of this division, including any other section, subsection, sentence, clause, or phrase therein.
