The purpose of this Chapter is to establish a government funding mechanism for general County purposes and the County is not committing to a specific course of action with respect to the tax revenue generated hereunder, and therefore, this Chapter is not a “project” subject to the requirements of the California Environmental Quality Act (“CEQA”) as defined in Section 15378, subdivision (b), of the CEQA Guidelines.
