The amount of any license fee imposed by this chapter shall constitute a debt to said County of Humboldt. Any person who engages in peddling without having registered and obtained a license from said County therefor shall be liable in a civil action brought in the name of the People of the State of California, at the option of said County, as a cumulative remedy and in addition to any criminal prosecution, in any court of competent jurisdiction, for the amount of said license fee imposed by the provisions of this chapter.
