A tobacco retailer’s license may not be transferred from one (1) person to another or from one (1) location to another. A new tobacco retailer’s license is required whenever a tobacco retailing location has a change in proprietors. A tobacco retailer in good standing may transfer their license to their parent, child, spouse, or domestic partner for tobacco retailing at the same retail location, except when the purpose for doing so is to avoid enforcement of applicable sections of this chapter.
